DTSPP — Digital Transformation Support Pilot Programme

A Cyberport matching grant for F&B and retail SMEs going digital: up to HK$50,000 (the lower of 50% of project cost and HK$50,000), chosen from a list of pre-approved off-the-shelf digital solutions. Note — this round closed on 2026-03-31, and as of 2026-07 the portal shows it as closed; whether a new round reopens is to be verified.

This fits you if

You are an SME in F&B, retail, tourism, or personal services with fewer than 50 full-time employees, and want to use government matching money for digital payment, online promotion, or customer management solutions (and the programme has reopened).

This is not for you if

Not in a target industry, or 50+ employees; to expand into markets, see BUD; for a loan, see SFGS.

What does it fund?

You choose from Cyberport's pre-assessed list of off-the-shelf solutions, in three categories: (1) digital payment and in-store sales; (2) online promotion; (3) customer management and loyalty. Solutions must come from the pre-approved list — you can't freely pick your own vendor; places are limited and first-come does not guarantee approval, with total funding of HK$500M.

How to apply
  1. 1

First confirm whether the programme is open

This round closed on 2026-03-31; before applying, check the DTSPP portal for a new cohort.

Pitfall: While the programme is closed, don't be lured by agents touting "DTSPP filing" services.

  2. 2

    Self-check your eligibility

A target industry + fewer than 50 full-time employees + substantive operations in Hong Kong.

Pitfall: You can't reapply if you already have an approved or pending application.

  3. 3

Pick a solution from the pre-approved list + prepare documents

Business registration certificate, application declaration (chopped), two shopfront photos, proof of address, industry licence.

Pitfall: Choosing a vendor off the list means no funding.

  4. 4

Submit on the portal → matching grant paid

Once approved, the grant is paid on a 1:1 match, up to HK$50,000.

Pitfall: Places are limited — even submitting before the deadline may fail if the quota is full.

Next steps
  1. 01F&B / retail → first check the DTSPP portal for a reopening; while it's closed, try SME ReachOut to match other funding.
  2. 02When it reopens → pick one of the three categories from the pre-approved list: digital payment, online promotion, or customer management.
  3. 03For larger or more general-purpose money → to expand into markets see BUD, for working capital see SFGS.

As of 2026-07, the DTSPP portal shows applications closed and the previous deadline of 2026-03-31 has passed; whether there is a new cohort or follow-on programme should be confirmed on the official portal. The project support period and turnover threshold are not stated on the official page.
