HKSTP Incubation Programme

HKSTP's three incubation streams: Incu-Tech (hard/deep tech, 3 years), Incu-App (applied innovation), and Incu-Bio (biomedical, 4 years, up to HK$6M). It's a combined package of cash funding, low-cost facilities, training, and investor matching, aimed at Hong Kong tech companies under 2 years old.

This fits you if

You have a Hong Kong tech company under 2 years old (founders holding ≥51% combined), with an R&D and commercialisation path, and want structured incubation with funding, space, and investor matching.

This is not for you if

You only have an idea and no company yet (see HKSTP Ideation / Cyberport CCMF first); or you run a non-tech business (see BUD).

Three streams — which one?

Match yourself to the stream by technical depth and field; you can only join one incubation programme at a time (you can't hold HKSTP and Cyberport incubation places at once).

Incu-Tech (hard/deep tech)
R&D-driven start-ups in ICT, electronics, green tech, materials, and precision engineering; ~HK$1.29M over 3 years.
Incu-App (applied innovation)
Technology-application / business-innovation start-ups; ~HK$860K, term ~2 years (to be verified).
Incu-Bio (biomedical)
Biomedical / translational research; up to HK$6M (~HK$4M funding + HK$2M clinical/regulatory) over 4 years, plus lab space and core facilities at the Biomedical Technology Support Centre.

What you get

A cash funding package + discounted facilities/office space (Incu-Bio also gets lab space) + technical and management training + business advisory / market expansion + investor and partner matching + exhibition/media exposure.

How to apply

    Pick your stream

    Choose Incu-Tech / App / Bio by technical depth and field.

    Pitfall: The wrong stream means very different amounts and terms.

    Prepare your business plan

    Set out the technology, team, and commercialisation; confirm the company is under 2 years old with founders holding ≥51%.

    Pitfall: If the shareholding doesn't meet ≥51%, you're disqualified outright.

    Submit by cohort → expert assessment

    Each stream is assessed separately; watch the recruitment windows.

    Pitfall: You can't apply if you're already in another incubation programme.

    Enter incubation → draw funding + use facilities

    Cash is disbursed per the scheme's mechanism, with facilities and matching support activated at the same time.
